What is an Accommodation Tax?

When looking at hotel rates in Japan, prices listed will be inclusive of consumption tax, but will not include the accommodation tax set by various cities. This accommodation tax is charged when you check in, and all hotels, guesthouses, and even holiday rentals that are operating legally in Japan must charge this tax. Accommodation taxes are generally set by cities frequented by foreign tourists, and this money is used to improve the city's infrastructure.

Accommodation Tax Increase in 2026

Kyoto has made headlines recently due to their hike in accommodation tax rates. Though this rate increase is significant when compared to the previous rates, the rates are tiered and are only a fraction of your actual room rate.

Below are the 2026 Accommodation Tax rates for popular cities in Japan. Rates listed are per person, per night, based on the per person room rate.

Kyoto City Accommodation Tax

Under ¥6,000 → ¥200

¥6,000 - ¥20,000 → ¥400

¥20,000 - ¥50,000 → ¥1,000

¥50,000 - ¥100,000 → ¥4,000

¥100,000 or more → ¥10,000

Tokyo Accommodation Tax

Under ¥10,000 → Not taxed

¥10,000 - ¥15,000 → ¥100

¥15,000 or more → ¥200

Kanazawa Accommodation Tax

Under ¥20,000 → ¥200

¥20,000 or more → ¥500

Fukuoka City Accommodation Tax

Under ¥20,000 → ¥200

¥20,000 or more → ¥500

Are there other fees I could be charged at my accommodation in Japan?

When staying at a ryokan, or traditional inn (more about accommodation types), you may be charged a 'bath tax' of around ¥150 or ¥200 per person which covers the unlimited use of the hot springs baths that you will have access to. This is generally not included in the room rate and must be paid separately when you check in to your ryokan.

If you're planning to use the pool or fitness center at your hotel, please do note that in Japan it is not uncommon for the facility to charge a fairly significant (around ¥2,000 per person) fee. This fee will be clearly stated on the hotel website, but will not be noted on the booking page.
